TRAINING MEDIATORS AND BUILDING A PROFESSIONAL COMMUNITY: A KEY TO ADVANCING JUDICIAL MEDIATION IN UZBEKISTAN

Abstract

This study examines the preparation of qualified mediators and the establishment of a professional community as pivotal factors in advancing judicial mediation in Uzbekistan. Drawing on international experiences from Singapore, the United Kingdom, the Netherlands, and the United States, the paper analyzes best practices in mediator education, certification systems, and professional association development. Findings reveal significant gaps in Uzbekistan’s mediator training system, including the absence of unified standards, limited specialized courses, low public awareness, and weak institutional support. Recommendations include the legislative adoption of training and certification standards, creation of a national mediator registry, and the strengthening of professional associations. These measures aim to enhance the quality of judicial mediation, improve public trust, and reduce court caseloads.
