Abstract

This article explores the legal implications at the emerging intersection of quantum computing and artificial intelligence. Through comprehensive analysis of current legal frameworks, regulatory challenges, and policy considerations, we investigate the unique legal questions raised by quantum-enhanced AI systems. The discussion covers intellectual property protection for quantum algorithms, privacy and security implications of quantum machine learning, regulatory challenges for quantum AI deployment, and liability frameworks for quantum AI applications. Jurisdictional challenges in governing quantum computing technologies are critically examined. Current legal analyses suggest significant gaps in existing frameworks to address quantum-specific issues, though legislative and regulatory efforts are beginning to emerge in several jurisdictions. This review synthesizes legal scholarship with technical understanding to assess the adequacy of current legal regimes in addressing quantum AI technologies, concluding that proactive legal adaptation is necessary to balance innovation with appropriate safeguards as quantum AI capabilities evolve over the next decade.
