Abstract

This thesis examines the legal problems of introducing and safeguarding risk-based management in offense-prevention activity. It traces the historical necessity of moving from uniform, blanket preventive control toward differentiated, risk-proportionate governance, reviews the principal scholarly contributions that shaped the concept of risk-based regulation and risk-based criminal justice, analyses the international legal instruments that currently govern the assessment and management of risk in crime prevention, evaluates the national risk-based model of the Republic of Uzbekistan against these benchmarks, and proposes concrete legislative and institutional measures.
